2.2.2 Special Class Operator. The following arethe qualifications that shall be met by a Special ClassOperator of a medical waste incinerator to completecertification under this Standard.
(a) Minimum age of 18
(b) Passing written examination administered byASME for operator
NOTE: This class is not for normal operation of the HMIWIl (scepara. 2.1.2).
TESTING
3.1 Examinations
The examination shall be structured as a closed book,multiple choice written examination. The examinationwill include from 150 to 200 questions. Four hr willbe provided to complete the examination.To success-fully pass the examination,a candidate must correctlyanswer a minimum of 70%of the test questions.3.2 Description of Examination
All of the following thirteen subject areas will berepresented:
(a) environmental concerns,including pathogen de-struction and types of emissions;
(b) basic combustion principles,including productsof combustion;
(c) operation of the type of incinerator to be usedby the operator, including proper startup, waste charging,and shutdown procedures;
(d) combustion controls and monitoring;
(e) operation of air pollution control equipment andfactors affecting performance;
methods to monitor pollutants (continuous emis-sion monitoring systems and monitoring of HMIWIand air pollution control device operating parameters)and equipment calibration procedures;
(g)inspection and maintenance of the HMIWl,airpollution control devices,and continuous emission mon-itoring systems;
(h) actions to correct malfunctions or conditions thatmay lead to malfunction;
3.3 Examination Guidelines
Examination guidelines are found in Mandatory Ap-pendix L. The examination questions will be based uponthe subject areas included in Appendix I.
3.4 State-Specific ltems
Supplementary state-specific test items may be in-cluded by states that reference this program.The individ-ual candidates may be requested by their state jurisdic-tion to provide their test results on such items. ASMEcertification will not be based upon the state specifictest items.
4CERTIFICATION PROCEss4.1 Introduction
This section covers the process necessary to certifyoperators of HMIWI facilities in accordance with thisStandard.
4.2 Application Process
4.2.1 Application for Taking Examination. Ap-plication forms are available from the ASME. Personswishing to take the examination shall complete a writtenapplication that includes the following:
(a)The class of certification,in accordance withparas. 2.1.1 and 2.1.2 for which the application is beingmade.
(b)The schedule for examinations shall be estab-lished by ASME based upon apparent demand.
4.2.2Application for Certification. In additionto the items ‘specified in para. 4.2.1,each applicant forcertification,shall complete a written application thatincludes sufficient information to allow for verification
of the applicant’s experience in accordance with therequirements of para.2.2.The applicant will be requiredto attest to the information submitted and to providethe supervisor’s name for possible verification.
4.2.3 Application for Certification Under Nor-
mal Method. An applicant for operator certificationunder the normal method shall provide a signed state-
ment from the supervisor who supervised the applicant’ssix months of experience.
4.2.4Application for Certification Under theException Method. An applicant for operator certifi-cation under the exception method shall provide a signedstatement from two ASME QMO certified operatorsverifying the proficiency of the applicant, having wit-nessed the operator”s performance for two burn cycles.
4.2.5 Application for Special Class Operator.The application for Special Class Operator shall indicatethe limitations noted in para. 2.2.2 of this Standard.
4.3 lssuance of Certification
Each candidate for Operator and for Special ClassOperator certification,who has achieved the qualifica-
tions listed in para. 2.2 shall be issued a certificatevalid for five years. Each Certificate shall contain thefollowing minimum information:
(a) type of certificate
(b) certified individuals full name(c) photograph of certified individual(d) effective date and expiration date
Each certificate shall contain a sequential number toassure traceability and accuracy,and shall be signed
by a duly authorized ASME designee. A listing ofindividuals holding ASME QMO certificates wili be
made available by ASME.
4.4 Renewal of Certification
Not less than six months prior to the expiration of
certification,applications for renewal shall be submittedto ASME. Certification shall be renewed by paying
the required fee and conforming to one of the followingrequirements:
(a) providing a signed statement from the operator’ssupervisor verifying satisfactory employment for threeof the last five years and any annual review or refreshercourses required by CFR60.53c(fy;or
